wmme hotplug: General cleanup to device scanning code: * Only check for system preferred devices when there are more than zero devices. * Move variable declarations to more local scope. * Make variable names more meaningful (inputDeviceCount --> waveInDeviceCount, outArgument --> winMmeScanResults) * Add explanatory comments.
